Hi,
At the July ESIP Federation meeting, there has been considerable discussion of use cases and scenarios. A document constructed a short time ago may be useful in that context:
Web Services-based Data Systems for Coupled Local Forecasts
Many of the components are already in operation or under construction.
If others are interested in pursuing this further, I'll try to incorporate it into the wiki in a more appropriate fashion. Let me know.
