NSIDC Strawman Proposal

We have tried to set up a first stab at a [OpenSearch Description Document], a sample query and a [OpenSearch Sample Response].

I think it can be hard to determine from the wiki page what the files' structures actually are. So, I've uploaded versions and you can view in your favorite xml editor. These links are to the XML files themselves.
