Need to incorporate metrics discussion into the Program Evaluation Session.
The cluster could inventory (compile a list) of metrics tools available such as for example cost-benefit analysis, etc.
Metrics are best collected during the decision process itself, not necessarily afterwards.
Friday morning cluster discussion: discuss metrics and specific steps the cluster can take. Encourage attendance from the Program Evaluation Session
