This section would lay out key missions and objectives on an agency basis and link each mission with data needs to build (actually demonstrate) the case that many agencies share similarities in data needs and each agency’s ability to conduct assessments are reinforced by linking with other organizations. In addition, this discussion can shed some insight on important information gaps setting the stage for subsequent section

Further clarification on the why this effort is needed by providing questions that generally connect better with different audiences such as the research and decision maker based community, and explore linkages across agency efforts. Although the questions incorporate an assessment context, they are intended to challenge interagency collaborative intentions.

Examples include:

How can information derived from USDA air quality initiatives to improve ammonia estimates produced by EPA’s National Emissions Inventory (NEI) and emissions modeling system?

What steps are needed to extend the current EPA-CDC PHASE agreement that produces daily, 12 km gridded national surfaces of ozone and PM2.5 to support air quality assessments in National Parks and Class 1 areas, and provide deposition inputs into downstream watershed modeling systems that link atmospheric phenomena to ecosystem welfare impacts?

How can the information available from intensive field campaigns of NOAA/NASA/DOE/EPA, others be synthesized in a manner to effectively improve environmental assessment tools?

What actions are required to enable satellite information to be integrated into land based networks in a complementary fashion that addresses existing information gaps in rural/regional environments?

What steps will facilitate the integration of land based networks operated by different agencies that measure similar species?

[note, I’m not sure this section is really useful. These questions could either be eliminated or incorporated in the introduction.]
