Next Steps to the Data Study
ESIP writes a report
- Systhesis, analysis of prior work
- gap analysis
- what, identify:
- what was implemented and what was not, gap analysis
- impact of those that were implemented
- how:
- read reports
- interview report writers, associates?
- analysis:
- commonalities across studies: recommendations, implementation barriers, ...
- what, identify:
- gap analysis
- Ask why same questions for the past decade? What are we doing wrong? Is it political?
ESIP Recommendation to Agencies, draft charge letter
From that report, produce ESIP recommendation to agencies accompanied by a draft charge letter and supporting material to the NRC
- Make sure ESIP agency reps are part of the process: Martha, <Martha acting replacement?>, Jeff dlb, EPA Sontag? USGS Kevin Gallagher? Tailor for their perspective.
- Have broad publicity all along
Find the messengers
Get the right messengers to communicate message to Congress. CEOs, etc. Stan knows someone.

Possibilities
- grad student work
- a seminar
- a new ESIP fellow
- shop around a statement of work, e.g., to UCSB Center for Information Technology and Society
Notes about the study itself
Part of study might be the gap analysis between where we are now wrt to data and cool applications that could be possible, something like http://cal-adapt.org/sealevel/.
Approach the study from various societal benefit perspectives: climate, health, etc. What is needed to enable the functionality they need?
Limit focus to Earth and Space science simply because of resources.
