I am very grateful for the opportunity to come to know many of you more and to learn a lot while being entrusted with this leadership duty. I believe that I have grown side by side with the Federation. Being able to re-run for the presidency is truly an honor. If being re-elected into this position again, I will continue doing my best to serve ESIP and its Board. I will commit to make every effort in working closely with the Vice President, Executive Director, other officers as well as the staff and the community to strengthen ESIP’s success and increase its capabilities. ESIP had a strong presence including Erin, who gave a presentation and introduction of ESIP, plus other EISP members (Dave Jones, Brian Wee, Sang-Ho Yun, Bob Chen and Emily). The workshop engaged the industry and government planning and operations professionals, federal agencies, and science/research organizations to gain a common understanding and agree upon a joint short-term and long-term approach to identifying and putting to use critical datasets that can be applied in specific operational use cases that address restoration of critical infrastructure during and post-disasters in order to improve operational situational awareness and to enhance decision making. #**Moving toward a single membership non-profit organization: On October 6, a special Virtual Assembly Meeting on Federation/Foundation Merge was held. The meeting provided information on merging the Foundation for Earth Science (501(c)3) & legal entity) with the Federation for Earth Science Information Partners (ESIP). Key drivers include reduction of confusion about the two separate entities and streamlining organizational structure, policies and policies that would enable the assembly, leadership team, the board and office to run ESIP more effectively. The [https://docs.google.com/presentation/d/1BNVvAjdVTSk0qt123J4fQkCzZY9KehSdVO6XNqUCqfI/edit#slide=id.g1816d97df0_1_79 informational package] is available for all. The next step for the assembly is to pass [https://docs.google.com/document/d/1EHibcxtYnHVvs4wc8JfJhdXhogyQP_hXb0dM9nLgNJc/edit the member resolution] agreeing to the merge. Assembly vote will begin on Nov 6 and close on Dec 6. On October 7, the foundation for Earth Science board members met and passed [https://docs.google.com/document/d/1nibMk1FH3C4rG6GbOidcaRixHLplkvE79kBPSvtEkXs/edit the board resolution] approving the merger proposal. The board is currently preparing the bylaws for the new organization.<br />
#**Significance: We had a strong ESIP presence at the International Data Week (Sept 11-17) including ESIP exhibit space, ImHere app, members attendance of World Data System forum, multiple presentations at SciDataCon, International Data Forum, a hackathons how to workshop, and attendance of many RDA sessions. The conversations covered ESIP aspirations and strategy, current organization structure and skills, business model and processes in place. The discussion would help B&W start a straw-person governance framework in preparation for the upcoming pre-ESIP meeting workshop in which we will review evaluation results and work towards a consolidated ESIP/Foundation structure.<br />
#**[https://understandrisk.org/event/ur2016/ Understanding Risk (UR) Forum 2016]: I attended the fourth global forum of the UR Community held in May in Venice Italy. UR is a global community of practitioners interested in the field of disaster risk assessment and communication, largely targeting the development countries/regions. Many good presentations were given along with discussions on how to deal with risk in various aspects ( technological, scientific, political and social). The UR community shares some of the same key challenges we are facing (e.g., diverse data source, users, etc). There are synergies between us. I plan to follow up with contacts that might lead to future collaboration opportunities.<br />

#**ESIP Evaluation: Bernuth and Williamson (B&W) held 2 telecons with the staff, Erin, Foundation for Earth Science Board members (Karl, Bill, Ken) and me to discuss organizational capacity. The conversations covered ESIP aspirations and strategy, current organization structure and skills, business model and processes in place. The discussion would help B&W start a straw-person governance framework in preparation for the upcoming pre-ESIP meeting workshop in which we will review evaluation results and work towards a consolidated ESIP/Foundation structure.<br />
#**[https://understandrisk.org/event/ur2016/ Understanding Risk (UR) Forum 2016]: I attended the fourth global forum of the UR Community held in May in Venice Italy. UR is a global community of practitioners interested in the field of disaster risk assessment and communication, largely targeting the development countries/regions. Many good presentations were given along with discussions on how to deal with risk in various aspects ( technological, scientific, political and social). The UR community shares some of the same key challenges we are facing (e.g., diverse data source, users, etc). There are synergies between us. I plan to follow up with contacts that might lead to future collaboration opportunities.<br />

Testbed related activities:<br />
Disaster C-COP instances are being configured for JPL and UAH. Additional relevant data sets will be populated and followed by testing. A demonstration will be scheduled when ready. All ESIP will be invited to participate.<br />
<br />
A face to face meeting will be held in Houston in October StormCenter, JPL, City of Houstice and Rice University to collaborate on hurricane damage response etc. A webex will be set up for remote participation. Meeting info will be announced to all ESIP. Folks are welcome to participate.<br />
<br />
Other activities to consider:<br />
Resume the effort populating data set google docs that hopefully will lead to disaster information architecture effort. Dave to send out list of recommended GIS data product formats.<br />
Proper metadata and labeling (e.g, identification of limitation) will be important. It's hard to certify and qualify data sets as "Trusted". Their usefulness depend often on use case and situation. Have other clustered identified a set of trusted data for their use? <br />
Engage other ESIP members through a ESIP-call to identify GIS data currently available that are relevant to disaster lifecycle. <br />
Develop a disaster event oriented catalog.<br />
Engage ESIP members in identifying existing data viewers such as the new SEDAC Hazard<br />
Mapper: http://sedac.ciesin.columbia.edu/mapping/hazards/ Bob to send out more info about this mapper. May schedule a demo at future telecon.<br />

AGU session:<br />
Per Karen - "Natural Hazards Research and Mitigation: Global Navigation Satellite System, Data Diversity and Emerging Technology” has two oral sessions, and 5 of the 10 original abstracts will be in the oral session. <br />

It's also not stated anywhere how the Nominating Committee goes about getting their nominations - when I've been involved on NC in the past, typically suggestions are solicited from the membership and vetted, but if we feel that needs to be stated as part of the process, I'm happy to add.<br />

Some rambling thoughts…<br />

I like the idea of a nominating committee. For both elected offices and awards, better promotion of the opportunities is a must. <br />
<br />
I think that a nominations will be more easily implemented with awards and might be a good place to start. The stakes are different. I have been promoting the use of Type Reps (official ones or others) to keep balance in these processes. I also like the idea of keeping the Pres/VP involved - they provide some of the institutional memory for why an outcome should be made. As with anything of this nature, decisions are not always cut and dried.<br />

As for ESIP leadership - I'm not sure where to start. The nominations process should take into account the breadth of members and be mindful of cultivating new leadership. Not all community members will be inclined to step into leadership roles. ESIP will continue to need leadership that can represent the organization well before sponsors, the community and have standing within community. If a nominating committee can identify those people, then that is good. We've had few instances of people stepping forward to run but most everyone has been recruited. The nominating committee should allow for self-nomination/identification of candidates too. <br />
<br />
As volunteer leadership goes, the balancing act between home org and ESIP is delicate and as such, leadership might not always be as tuned into ESIP things as would be optimal. Staff will continue to be an important resource for leadership identification and cultivation and should be tapped to serve in an advisory capacity.<br />

I've spoken with Tyler and Erin is working with him too on a 'welcome wagon' for new members. We keep adding organizations but they're not engaging. New members represent an untapped source of potential leaders. As it is, ESIP leadership remains the domain of very few (and a largely stable few, though this class of leadership is much more diverse than in the past). <br />
