Recap of today's earlier telecon on OGC OSGeo
* The addition of namespace-specific attributes (e.g., esip:subrel) is problematic because mass-market tools (e.g., Firefox, OpenLayers) will not understand them and have little motivation for changing to understand them.
* If we confine ourselves to the IANA names, then data service protocols like OPeNDAP present a problem because they can present the data in a number of forms. This leaves only the mime-type to work with as a standard attribute.
* There may be some way of working out these options at the
level, but we need an example to demonstrate how this might be done.
* Alternatively, perhaps we could put enough information in the mime-type using the '+'. Following the Open Search Description Document, which is "application/opensearchdescription+xml", we would have, e.g., "application/opendap+x-netcdf".
ESIP Collaboration Area Semi-Annual Evaluations (for Discovery)
* Go over questions and answers for Semi-Annual evaluation form for Discovery Cluster 2011
** What were the main accomplishments and activities of this group over the last six months to a year?
*** Submitted Discovery white paper to the NSF EarthCube Charrette.
*** Discovery Change Proposals (DCP) for new conventions. DCP-1, DCP-2, and DCP-3.
*** Evangelizing Discovery services. Many data centers adopting Discovery type services.
** What is the group working on now?
*** Current activities include: working on community conventions (e.g. DCP-3), OGC convergence, interoperability, and Discovery Testbed.
** How is the work the group did supported? (ESIP-funded, external funding, time, computing resources)
** ACCESS, NSF, ESIP Products and Service Committee
** Do you work with other organizations (GEO, OGC, etc.) or other clusters? Is this primarily in a supporting role, peer-to-peer, or leadership relationship? How do you engage new members?
*** Coordinate with ESDSWG Tech Infusion. Interoperability and Services working group.
*** ESIP Product and Service Committee funding the testbed.
*** Interoperability discussions with OGC OSGeo.
*** A few recent AGU FM11 talks heavily mentioned ESIP activities.
** What are your goals for the next year?
*** Goals include further agreeing on community conventions and resolving current interoperability issues. For example, DCP-3, types of casting, relationship of casting, specifying new or application-specific fields, client developments, server developments, and leveraging the testbed.
** Do you anticipate needing resources or funding for these activities? If so, approximately how much?
*** Currently many are relying on soft funds for these activities. Also relying on the Discovery Testbed for compliance and interoperability testing.
** Is there anything that the staff or ESIP leadership could do to better support your group?
*** Can possibly help to provide Discovery "swag" at ESIP meetings to spread the world. There is a working group under the Educational Committee that can help with in-reach and out-reach.

Program
The theme of the Summer ESIP Federation meeting is Realizing Our Potential. The current interest in cyberinfrastructure and virtual organizations has allowed the ESIP Federation to examine its journey as a prototype. The meeting will examine where we have been and where we will go in our second decade toward realizing the potential of a collaborative, virtual consortium of Earth science data and applications professionals.

Technical Workshops (July 15, 2008)
Technical workshops are planned for Tuesday, July 15, 2008. Check back for more details as planning progresses.

Currently four 'tracks' have been suggested for this year's technical workshops. These include:

* REASoN Project Products and Outcomes

* Client Application Experiences and Lessons Learned

* Best Practices in Services and Data Interoperability

* Open Track - additional relevant technical topics

These 'tracks' would provide an opportunity to group a series of presentations into groups that are thematically related. These workshops will be scheduled in parallel with the already planned DSWG Standards Working Group meeting and DIAL workshop.

The NASA ESDSWG Standards Process Group will be meeting all day on July 15. This is an open meeting. We also plan to "host" a KML/GeoRSS BOF at lunch on July 16. We'll gather as many people as want to come to sit around a table (or tables) at lunch to talk about NASA use of KML and GeoRSS.

* SPG Agenda, July 15, 2008

DIAL ACCESS Workshop (all day July 15, 2008)
Who can attend: any interested party: Please contact Bruce Caron [bruce AT NMRI.org] for information about TRAVEL SUPPORT this workshop.

This ONE DAY workshop will cover the basics of how to apply DIAL technologies to develop stand-alone, data-rich software applications. The DIAL technology is described here: DIAL description

The workshop will cover the code resources that are available and the remaining coding required to customize the authoring environment for your data distribution needs.

The Morning Session (9am-Noon) will cover an overview of the technology, and hands on with existing modules and prototype applications. The Morning will focus on the application authoring system and the logic of design for using this system to create custom applications. A look at Adobe Director 11 and at IDL 7 will provide the underpinnings for this effort.

DIAL will provide lunches for participants.

The Afternoon Session (1:30-5pm) will be a "Create an Application" from parts supplied, and a discussion about individual needs for further shared code and GUI resources. This will delve into the actual programming of Director and IDL and is designed for the inner nerd.

Also: the Afternoon session will discuss new technology efforts to add NASA data services into Adobe Flex programming.

Plenary Sessions
The plenary sessions during the Summer ESIP Federation meeting will take place on Wednesday, July 16 and Friday morning, July 18. Speaker suggestions are always welcome.

Education Demos
Throughout the Summer Meeting, representatives from the ESIP Federation's Education Committee will be demonstrating their work. Stop by to see the broader impacts of your research at work. Demo descriptions are posted below as they become available.

Color and Light: Making the Connection from Satellites to Ground-truthing (Brian Rogan)

Digital Earth Watch (DEW) is a NASA REAsON project that has developed an array of “tools” to help teachers, students and the general public understand what remote sensing is all about and how to connect satellite imagery to local environmental issues.
Using simple filters, digital cameras and other tools, users can build up a connection between what they see in their local environments and what can be detected through LandSat, MODIS, IKONOS and aerial imagery.
I will demo some of the basic tools outdoors to show how the world can be viewed in a different light and what it tells us about the state of the local environment. I will then talk about the software that has been developed to then connect local findings with larger, more complex satellite data from the same location.

The Earth Exploration Toolbook and AccessData Workshop Addressing the Broader Impacts Criteria of Your Science Proposals (Tamara Shapiro Ledley)

The AccessData Workshop (http://serc.carleton.edu/usingdata/accessdata) is focused on making specific Earth science datasets accessible and usable in educational contexts by facilitating teams made up of data providers, data analysis tool specialists, scientists, curriculum developers, and educators to create an Earth Exploration Toolbook (EET, http://serc.carleton.edu/eet) chapter focused on those datasets. In this demo we will describe 1) the process of the AccessData workshop and other parallel processes to help you make your data more accessible and usable by educators, and 2) what an Earth Exploration Toolbook chapter is and how it and DataSheets (http://serc.carleton.edu/usingdata/browse_sheets.html), educationally relevant metadata about a dataset), are developed.

Understanding Hurricanes with Google Earth (Margaret Mooney and Steve Kluge)

This demo will feature the debut of a new EET designed to help teachers
and students explore hurricanes with satellite data displayed via Google
Earth software. By participating in a directed study of the 2005 and
2006 hurricane seasons, students will be able to describe and explain
the conditions that favor or inhibit hurricane development, calculate
the wind and heat energy at different stages of storm development, and
explore real-time data to identify areas of potential hurricane
development. Data sets will include daily and seasonal average SSTs,
weekly and seasonal wind shear, total precipitation, and hurricane
advisory information.

The real time data displayed with Google Earth can be found at http://www.ssec.wisc.edu/media/spotlight/google-earth.htm
Proposed roles for Geospatial OneStop in the Exchange
1. GOS Homepage Menu Items
: The Federation Clusters could contribute to the top-level topical categories in GOS. These are found on the Home Page for GOS and are not maintained by the Federation. They are the most viewed sites on GOS and the Federation Clusters can play a central role in populating the sites with Federation products and services.

2. GOS metadata repository
: The Federation could encourage all ESIPs to contribute metadata to the large GOS repository. The primary way to do this is to register difs with GCMD. This exposes our products to the GOS search facility. In addition, it enables inclusion in the GOS Community Pages.

3. ESIP Community
: We could maintain a presence as a GOS community. This gives us a place to advertise what the Federation is, how it works, and how other groups can join the Federation.
: The following document by Ted Habermann describes possible uses of this Community page:

UDUNITS have to be used for the standard_names according to the CF convention. This is however not always obvious for chemistry and aerosol variables, where also other units are common. This page provides a discussion on this matter. ==JGregory: Don't mix units with the Compound==
However, kgC and kgS aren't SI units. I think the unit has to be kg. This implies that it's the standard name which must somehow indicate that it is the mass of C or mass of S which is being referred to, rather than the mass of the compound e.g. dry_deposition_flux_of_sulfur_as_sulfate_at_surface. --JonathanGregory 16:51, 22 May 2006 (EDT)
CTextor: SI units
:Try to use SI units if allowed within udunits (e.g. not hours but seconds) --Christiane 12:11, 2 June 2006 (EDT)

RanjeetSokhi(RS) / CTextor (CT): remarks on version June 12 from RS and answers from CT
:*RS: Table 1 mass_concentration is usually stated in ug/m3 ie micrograms per cubic metre - this is conventional and used in all air quality literature (scientific and policy)
::CT: --Christiane 13 June 2006 (EDT)

CTextor (CT) / Martin Schultz (MS) / Sebastian Rast (RS): UDUNITS in atmospheric chemistry: concentration Christiane 3 July 2006 (EDT)
::CT: usually the concentration of chemical compound are not given in UDUNITS, see the remark of Ranjeet above for the air quality community, where aerosol mass_concentration is usually stated in ug/m3ich, or the global chemistry community where the tropospheric column of a gas is given in [molec/cm2], and the dry deposition in [g/m2/month]. This should be changed
:: cm2 -> m2
:: molec -> mole
:: g -> kg
:: We had a discussion (in german) that this would be difficult, because all papers are in the non-udunits, but at the same time it would be good to agree on one standard within GEMS and HTAP.

CTextor (CT) / Martin Schultz (MS) / Sebastian Rast (RS) / Jonathan Gregory (JG): UDUNITS in atmospheric chemistry: time issuesChristiane 3 July 2006 (EDT)
*MS: (translated from german by ct) The use of non-UDUNITS can be of advantage, if it concern a variable that is integrated over a certain period, e.g. a the dry deposition flux over a month would need to have mole/m2/month. This is not the same as a mean dry dep. which could be given in mole/m2/s.
*CT: (corrected) I think the cell method of CF should be applied here, question asked to Jonathan Gregory
*JG In other situations like this we have taken the view that the rate (X s-1) and the integral (X) are different quantities, with different standard names. They are related in a simple way, of course, but it's not quite as simple as a statistical relationship like mean or standard deviation, for which cell_methods are intended. Thus, for instance, we have different names for precipitation_flux (kg m-2 s-1) and precipitation_amount (kg m-2). In your case, we would define a standard name for surface_dry_deposition_mole_amount_of_sulfur_dioxide_due_to_turbulence (mol m-2). Does that make sense? Its cell_methods would be sum, as you say (the default for extensive quantities), and its time-bounds indicate the period of integration. (See discussion in CF 7.3.)
*CT This would give a file like this for 2 months, Martin, Sebastian, what do you think?
dimensions:

:lat = 18 ;

:lon = 36 ;

:pres = 15 ;

:time = UNLIMITED ;//(2 currently

variables:

:float drydep_SO2(time,pres,lat,lon) ;

::ddep_SO2:standard_name = "surface_dry_deposition_due_to_turbulence_mole_amount_of_sulfur_dioxide" ;

::ddep_SO2:units = "mole/m2" ;

::ddep_SO2:cell_methods="time: sum (over month)"
:float lon(lon) ;

::lon:long_name = "longitude" ;

::lon:units = "degrees_east" ;

:float lat(lat) ;

::lat:long_name = "latitude" ;

::lat:units = "degrees_north" ;

:float pres(pres) ;

::pres:long_name = "pressure" ;

::pres:units = "hPa" ;

:double time(time) ;

::time:long_name = "time" ;

::time:units = "days since 1990-1-1 0:0:0" ;

::time:bounds = "time_bnds";
:double time_bnds(time,nv);
data:
:time = 1., 2.;
:time_bnds = 0.,1.,1.,2.;

*CT We will however get the same kind of problem with the chemical production/destructions, which are given per months in GEMS-GRG. I guess we should use:;
:chemical_net_production_rate_of_mole_fraction_of_ozone 1/s=mole/mole/s
:chemical_gross_production_rate_of_mole_fraction_of_ozone 1/s=mole/mole/s
:chemical_destruction_rate_of_mole_fraction_of_ozone 1/s=mole/mole/s
:and for the integral over a month using the cell method:
:chemical_net_production_of_mole_fraction_of_ozone mole/mole
:chemical_gross_production_of_mole_fraction_of_ozone mole/mole
:chemical_destruction_of_mole_fraction_of_ozone mole/mole

*JG I agree that the averaging of "amount" variables could be a problem - This problem comes up with other amount variables too, like precipitation. One solution could be to recognise that if you are averaging them, you are maybe treating them as a rate, not an amount. Hence the standard name should be the one of rate, not amount. The unit does not have to be kg m-2 s-1. It could be kg m-2 day-1, for instance. Although udunits allows "month" we don't recommend it because its definition is not a calendar month but a particular (constant) number of seconds - probably not what you want. But the time bounds of the variable should always indicate the meaning period.

With both rates and amounts, climatological time bounds may help as well, with which you can record that it is (for instance) the January mean over a number of years (see CF 7.4). I hope that tools such as nco may be extended to produce the cell_methods attribute to describe this, since CF is becoming quite important; in fact we could request such an extension.

CT But a quantity with a unit of kg m-2 day-1 is a flux rather than a rate which would have kg/day? See also http://wiki.esipfed.org/index.php/CF_Standard_Names_-_Future_Atmospheric_Chemistry_and_Aerosol_Terms#Table_1:_Components_to_construct_full_CF_standard_names and there the chemical_production and chemical_production_rate...

JG "Rate" is not a precisely defined term, I would say. It has the idea of s-1 but doesn't imply what other dimensions. I suppose a surface emission in kg m-2 s-1 might be called either a rate or a flux. Which is more usual in atmos chem?

CT nco is essential for us! As it is not yet existing I think we should define specific variables, however, I do not know how at the moment. Could it be e.g.

::surface_dry_deposition_due_to_turbulence_mole_monthly_flux_of_sulfur_dioxide
::surface_dry_deposition_due_to_turbulence_mole_amount_of_sulfur_dioxide using the cell method? or what else?

JG No, I don't think we should put a time unit in the standard name. If you are dealing with real calendar months, I think you'll have to use an amount (no s-1). The time bounds will show the months to which it applies. Is this a bad solution for you?
Notes
Visoneers Telecon – September 20, 2010

Present:Bruce Caron, Carol Meyer, Brian Rogan, Rob Raskin, Tyler Stevens, Karl Benedict, Annette Schloss, LuAnn Dahlman

There is a now wiki page posted for both the summer and winter meetings. The ExCom had no concerns about the move of the summer meeting from Albuquerque to Santa Fe. Bruce has put together the first iteration for a best practices document for Technical Workshops. It was also suggested to have one for the Open Meetings as well as one for the Breakout Sessions.

Carol mentioned that if more guidance could be provided to the conveners of the sessions then it would help to generate meeting proceedings at the end of each meeting.

Rahul Ramachadran is working on a way to create these documents easier and compile a proceedings document.

Meeting Theme

Carol gave a recap of the call with Ann Doucette of the Teacher Evaluator Institute. Ann suggested a number of suggestions for workshop sessions on evaluation. This would help our community understand what is valuable to measure and look at and use the information to refine their projects mid-course and to report back to their funders. For projects that are over a significant amount of time, there is a real call for evaluation.
This should be considered as the overall theme of the meeting but as ESIP history has shown, the meeting offerings aren’t always tightly focused. The plenary sessions, however, will be close to the theme.
OMB has made evaluation a current priority and it isn’t clear how this will affect our sponsors. How can we make metrics valuable?

Speakers

There were several speaker suggestions that were listed in the wiki, including Ann Doucette, OMB, Bob Donahue of WGBH and a panel of agencies members. Karl asked if there was anyone from NSF that might talk about their evaluative components. NSF does have evaluators that evaluate various projects. Karl is willing to make a couple of inquiries to NSF to see if there is someone who could present.

Heidi Cullen was asked to speak at the summer meeting but was unable to attend. She is interested in attending the winter meeting.

It was noted that Ed Geary of GLOBE to attend. Could he be a speaker? The program is at an inflexion point where it is reinventing itself technologically and has a new mission to do climate change education. With the potential of a new Climate Education Working Group, there may be an interest on their part to attend. There is some travel money to help with their costs.

Would GLOBE be interested in being an in-house case study as part of the meeting? It was felt that we could enter into a conversation and see if they were interested in sharpening their evaluation skill set?

Strand Ideas for the Meeting

Products and Services, Decisions and Energy groups will all want to have strands at the meeting. There are a minimum of five rooms but there is room to grow.

Juried Posters

This was an idea that Chris Lenhardt has been thinking about doing. He feels there have been a number of recycled posters and that we should begin to judge posters based on some types of criteria and offer an award. There has been a document that has been created that shows how to make a good poster.
Can we find a way to keep the posters up for longer than just during the poster session?

What are the criteria to judge the poster and what would the winner get? A number of suggestions were given and it was important to note that there does need to be criteria on how they are judged. How does it promote the federation is one important criteria. The criteria could also vary with the theme of the meeting. How does it reflect the community aspect of the federation?

It would be important if we could pdfs of the posters to serve as metrics. Rahul described micro articles which are compressed versions of presentations that could be part of a published collection somewhere.

The next telecon will be October 4th at 2 PM
Lodging
The lodging for the meeting participant will be unconventional and unusual of most of you. Croatia's primary lodging system, is that families rent rooms (sobe) or apartments (apartmani) on their property or attached to their own homes. Private lodging provides almost four times as many beds in Croatia as hotels do. In fact on the island Solta there is no hotel at all, so the lodging for all the workshop participants will be in such apartments. This arrangement offers not only a peek into their family life but also a source of genuine insider advice. The apartments are not luxurious but comfortable and clean.

The apartments may be a Studio, 1 bedroom, 2 bedroom or 4 bedroom units. Most rentals are 2 or 1 bedroom units consisting of a living room with fully equipped kitchen, TV, sofa/bed for kids/or additional person, bathroom with a terrace. Bedrooms have either a full/queen size bed (sleeps two) or 2 single beds. There are few one room studio apartments. There is also a 4 bedroom unit for a larger group. Generally, these apartments are rented for a week, Saturday to Saturday. Shorter periods need to be negotiated with the owner.
IT & I ESIP Commons Review
Room: DUPONT

Session Lead(s): Ramachandran

Description: Over the years, ESIP wiki has served as a useful mechanism to capture knowledge and information. However, limitations of the ESIP wiki in providing a formal citable knowledge management system have led to the creation of the ESIP Intellectual Commons (iCommons).

The objectives of the ESIP iCommons are:
#Provide a knowledge repository to formally capture and publish all the information and knowledge generated as part of ESIP activities
#Provide a citation mechanism to acknowledge individuals and groups that generate new knowledge
# Provide a publication medium for information that cannot be printed elsewhere such as technical reports, use cases, education modules.

The objective of this session is two-folds. First, to apprise the ESIP community of the current status and capabilities of the ESIP iCommons. Second, to solicit feedback to shape this knowledge management system to best serve the ESIP community
Evaluation Workshop: A Framework for Project Evaluation
Room: CITY CENTER

Session Lead(s): Prados

Description: On day two, we'll work through a practical framework from the point of view of Public Value. In the most general sense, public value is linked to individual and societal interests and to the institutional forms and actions of government.

The CTG Public Value Framework uses the concept of public value to help government and those that work with government understand the tangible and intangible values that information can provide to multiple and often diverse stakeholders. The purpose of this workshop is to provide earth science information researchers and government practitioners with tools and strategies to help them better understand the value that the information they work with can or is providing to their various stakeholders. During the workshop, participants will learn about existing CTG methods and tools and how they can be used to help support the design, implementation, and evaluation of earth science information projects and ensure that the value these projects can provide is identified, communicated, and assessed. Workshop sponsored by the Decisions Cluster and conducted by Brian Burke, CTG at SUNY Albany and Dan Ferguson, University of Arizona.
*
DRAFT OF MINUTES

Attendance: Shailendra Kumar (co-chair), Richard Eckman (co-chair), Yasmin Zaerpoor (ESIP Student Fellow), Laurie Allen (USGS), Carol Meyer (ESIP), Robert Bectel (DOE), Ben Wheeler (USGS).

Discussion on White Paper:
* Excellent feedback from everyone that commented on the paper.
* What agencies would be interested?: add to current list - USDA, NOVA, Forest Service, REC (reclamations), EPA.

Discussion Points:
* Rob: Document (page 4) only mentions wind and solar – will have impact on geothermal so we shouldn’t just limit to wind and solar. Expand it (water, thermal, biomass) to increase chances of funding. If you make it more direct, then make it clear in the document that you are starting with one subsector but that you are interested in expanding it if the interest/support exists.
* Laurie: If we expand the scope, it may seem too broad – too general for specific buy-in from different agencies.
* Kumar: The thought was to capture essence of what was needed (wider scope) but then start with a manageable subset. We’ll make it a broader paper, where we’ve listed tools will be examples of tools that we know of to illustrate the existing gaps.
* Kumar: Point of clarification, this document is about needs assessment, not tools assessments.
* Kumar: (page 8-9) Will need to take Rahul’s description (page 10) and insert it on the semantic web description to clarify why we need that technology. We could also add a reference to a tutorial (for semantic web) in the document in case anyone wants to learn more about the technology. May also help to add a brief summary/overview on semantic web in the appendix.
* ESRI tools: It would be helpful to explain why ESRI tools is mentioned in the document. Will ask Christine to elaborate on that some more.
* Rob: Get cross-cutting analysis group engaged – may want to do another phone call between now and July to get them engaged.
* ESIP Summer Meeting: July 17-20 in Madison, Wisconsin.
* Kumar: Rough agenda for the summer meeting (July 17-20) Will have a read-out from the agencies on what their thoughts are on the white process and then plan out strategy for how ESIP can play a role. Ultimately, we want to draft a plan for how we can move forward on this – through agency support and ESIP membership involvement.
Action Points:
* Kumar: Will bring introduction to the start to explain the needs and what the gaps are.
* Rob: Made edits to the DOE document. Will send them to Kumar after the call. Will send more edits later after he meets with his cross-cutting analysis group counterpart.
* Kumar: Will have a clean draft by April call – Thursday, April 26. Will release a draft a week from tomorrow with the changes discussed today. Will look for comments from everyone within the next 10 days.
* Kumar: Will send out a calendar invite for the ‘’April 26th ESIP call at 3:00 EST’’.

February 23, 2012
Attendance: Shailendra Kumar (co-chair), Richard Eckman (co-chair), Yasmin Zaerpoor (ESIP Student Fellow), Laurie Allen (USGS), Carol Meyer (ESIP), Erin Robinson (ESIP), Brand Neimann (Semantic Community Cluster), Stefan Falke (NGC)

Quick overview of White Paper:
* Received comments from several people. Document has been updated and uploaded to the ESIP website. Kept track changes so that you can see changes from the first draft. Goal is to send the white paper out to agencies by mid April.
Discussion Points:
* Kumar: Would appreciate any ESIP support that might better enable the group to at least start to define the requirements. Current paper describes the need for a tool but we should also start to describe the requirements for a tool of this kind: 1) wiki page getting community feedback about relevant requirements, 2) ESIP volunteer to start building out requirements of this tool.
* Brand: Recently worked with the Open Energy information and did analysis of the data. Write-up of work found here: http://semanticommunity.info/AOL_Government/Open_Energy_Information_%28OpenEI%29_Innovations.
* Stefan: We should think about how the group can make use of the ESIP wiki to capture some of the information that has been compiled in the document in a different form.
* Erin: You could submit proposal to Products and Services testbed projects and identify students (with the technical expertise) that are interested in doing this work. That may be faster if you’re looking for technical support. This may also be the best way to get agency sponsorship if you have a testbed prototype that agencies can then play with.
* Kumar: Rahul suggested creating a prototype that uses semantic based aggregation approach (?). He’s looking for additional funding to do more serious work on it going forward.
Action Points:
* Kumar: Will integrate examples and a ‘Next Steps and Future Plans’ section into the paper. Will send out an updated draft of the white paper once everyone has responded. Once finalized, the paper will be sent out officially to different agencies (DOE, USGS, EPA, NOAA, Fish and Wildlife, Park Service).
* Brand: Suggested that integrating examples (using data from the target agencies) into the white paper may be much more effective in gaining support from the different agencies. Offered his examples to use in the white paper. Offered to write examples based on any other data. Also mentioned competition by NSF to use their data.
* Laurie: Will try to touch base to see who might support this project. Can also help draft a list of agencies to send the paper/prototype to.
* Kumar will look into asking committees to sponsor the Energy and Climate Change cluster for financial support. Will also follow-up with Products and Services Testbed Services and Rahul to determine what’s needed to build a prototype of the tool.
Attendance: Shailendra Kumar (co-chair), Richard Eckman (co-chair), Sky Bristol (USGS), Erin Robinson (ESIP), Alison LaBonte (OSTP), Rahul Ramachandran (UAH), Natalie Sexton ?? (USGS), Robert Bectel(DOE)
* Alison gave a recap of the wiki/drupal proposal - Idea behind it was to create a single tool that could be used by renewable energy developers to find sites with lowest environmental impact. Should be an inventory of decision support tools that provide context for users to make decisions about which tool is best for which application. The inventory would support users looking to build cases for permits and for the government to evaluate permits. Wind and Wildlife is a good start, but the architecture should be generic for reuse for other applications. This has the potential to be an exemplar of an application built on top of Data.gov
* Rob - emphasized the importance that the application Alison described not be a phonebook, but provide value-add. Also need to find ways to link to OpenEI.org and other projects similar in scope.
* Sky suggested clarifying the problem more. Data.gov is a metadata repository not a data repository. Emphasized the need for contextualization of tools like Alison and Rob. The most unique contribution this project will have is that it will create an opinion network- opinions from experts and other users to help refine the tool.
* Kumar- the opinion network is part of it but the other part is the specificity. We should start with a specific tool, capture the value that's added and expand scope of tools from there.

* Panel discussion on User/Agency needs ideas
** ESRI Geoportal
** Debbie Brodt-Giles (NREL)- openei.org
** Lee Alison/Steve Richard - NDDS effort
** Kevin Gallagher, USGS
** Madeleine West, Western Governor's Association
** Lori Allen, USGS
** Sean Finn, Landscape Conservation Cooperative, USGS
** Patrick Gilman - DOE, Wind Tech

* Rahul thought simple first step at implementation would be a structured opinion collector using a collaborative platform

* Next steps would be to create a plan and then individuals will write proposals for pieces of the effort.
News:
* NSF Earth Cube Workshop has dates set (Nov 1-4, Washington DC) but October/November time frame will be too soon for our workshop. Let’s hold the Energy-Climate workshop during the ESIP Winter Conference.
* ESIP Winter Conference meeting is Jan 4-6. Workshop targets are afternoons of Jan. 4 and 5. Two panels: government panel and developers’ panel. Hoping to also do a working session so that a concrete plan comes out of the workshop.
Meeting Discussion:
* Alison: Will be easier to get feedback from government agencies if the project is broadened from the wind/energy guideline tools since the Fish and Wildlife/ Wind Power Guidelines won’t be out until early next year. Anyone working on the guidelines will be wrapped up in that until early next year and it may be difficult to get them involved until after the guidelines are out. American Wind & Wildlife Institute will have tools up in mid-January. This project may also be overlapping efforts more with USGS and Core Sights Systems efforts and the EPA.
* Kumar: We will need some sort of funding from external organizations to support this effort. Getting different agencies’ feedback will help secure their interest in the project. Individuals will be writing proposals and they will need to be funded directly by the agencies but the proposals can be coordinated through ESIP.

Action Items:
* Kumar will speak to Stefan Falke about the cost (based on their experience with Air Quality work).
* Need to identify who we want at the January meeting as part of the panel. Should target the following agencies to have on the panel: USGS, DOE, Bureau of Land Management, Western Governors’ Association, Fish and Wildlife (more on the user needs).
* Sky Bristol (USGS) expressed interest in this project- should follow up with Sky.
* Contact Rahul Ramachandran, Peter Fox and Stefan Falke to provide insight on how to shape the developers’ session.
* Contact Madelene West (Western Governors’ Association) and Abby Arnold (Fish and Wildlife)- doing a joint workshop on GIS decision tools and improving the tools that are out there.
* Richard will check within the NASA Earth Sciences Division to see where there might be interest for this type of project.
*Carol will also talk to people at NOAA and NCDC to see what other individuals may be interested in this project.

News:
* Review of seminars during the Summer session. How can we move forward on the wind energy siting tool catalogue project?
Meeting Discussion
* Kumar: Gvt agencies, developers, and research community are interested in this type of tool catalogue. ESIP could facilitate a partnership in tool development, applications, etc.
* Alison: My role is to state some of the challenges the Federal agency faces when it’s reviewing an application for a wind energy project, methods needed to determine risk assessments of a project. There are a number of tools that can be used but they don’t have the transparency in terms of the model, the data that goes behind the tool, etc. I look forward to ESIP’s collaborative kick in bringing in universities. My role is to see what the focus of this group becomes and keep that information communicated to agencies I work with so that they can provide contribution to the effort. Agencies that are interested in this project or doing similar types of initiatives: Fish and Wildlife Service, USGS, DoE, NREL, Bureau of Land Management.
* Kumar: ESIP can’t take this on by itself- it will need to be funded by other agencies. It can play a coordination role but the bulk of the funding has to come from various agencies. I spoke with Stefan (from Air Quality) and he told me that individuals get funding from different agencies but the projects are coordinated through ESIP. We can get individuals and groups to request funding across different agencies- we can have a coordinated approach where we determine which agencies we can submit proposals to.
* Kumar: Would help to get people to provide input on how this project might link to current programs in different agencies.
* Rahul: Depending on how complicated you want this tool, it will require customization of Drupal. It would be nice to have some funding (~$5-10,000) to build the basic infrastructure. There is some infrastructure that we’re planning to build for ESIP; we may be able to roll this project into that.
* Alison: What are the options for hosting the catalogue?
* Rahul: ESIP uses commercial hosting; so we would put this tool on ESIP server to make sure it’s institutionally controlled.
Upcoming workshop
* Workshop (tentatively in Nov) – bring developers, researchers and gvt agencies together to identify what the needs are and describe the approach we would take (as a group participating within ESIP) to address this problem and could be used to then create individual proposals.
* Trying to time it to be the same time as the NSF Earth Cube workshop in late Oct/early Nov so that the people planning to go to the NSF workshop could also attend the workshop for this tool if they’re interested. Will try to hold it in DC so that it’s easier for interested people from gvt agencies to attend. May want to invite the Western Governors’ Association.
* There are 4-5 groups that have expressed at least initial interest in this project. So this could be the core group that finds the funding.
*Alison: It would help to bring audiences together: 1) tool developers- universities, agencies, etc; 2) field officers that make determinations based on the tools that provide these risk evaluations; 3) the wind power developers. This type of tool is adaptable to any type of environmental tool that would inform siting so we can expand the scope of stakeholders.
* If we get more traction from the Western Governors’ Association, we could consider holding the meeting on the west coast. Otherwise it will more likely be in DC.

Action Items:
* Richard is planning to talk to people at NASA to see what programs might be appropriate to submit proposals for this project and to see if anyone will be interested in the upcoming workshop.
*Alison will send Kumar a couple contacts of people from Western Governors’ Association that would be interested in this tool and will check with USDA and USGS to see if they’ll be interested in this workshop.
* Kumar will contact Debbie (Brodt-Giles, NREL) to see if anyone at NREL is also interested.
* Kumar will talk to Scott (Crowder, NREL) to see who, of the climate modelers, might be interested.

Attendance: Kumar, Erin Robinson (ESIP Staff), Yasmin Zaerpoor (ESIP Fellow), Allison Labonte (from Office of S&T Policy), Carol Meyer (ESIP Staff)

News:
* Summer Conference (July 12-15, 2011) Related: Only one break-out session scheduled on morning of July 13. Confirmation from 5 speakers, still waiting for a 6th.
* Richard Eckman has agreed to serve in the co-chair role.
Meeting Discussion:
* Erin hasn’t heard back from Carl Benedict. Back up would be to talk about a potential project (picking a topic that is relevant to the current membership- data, data quality, and how ESIP membership can benefit). Idea is to develop a white paper that includes all the information collected so far and areas where users need help and can be used as a guide for the next set of meetings. Identify needs, requirements, issues users are facing and how to provide the information (gap analysis).
* Allison: Nature Conservancy has all types of data on habitats and species. Lawrence Martin (?) from Dept of Energy is trying to make this available in one place for the renewable energy community so that they can choose places for renewable energy that will have the least impact on these species. How do we overlay information that is impt to sitings/renewable energy projects with low impact?
* Kumar: Overlaying information for where the wind farms are and energy sources are is a large undertaking. NREL has the best available data up to date.
* Allison will try to find out who the key people from AWWI (American Wind Wildlife Institute) are to see if they could come together for a topic. Could potentially be the 6th speaker. Allison will send Erin/Kumar an abstract and title for a possible talk within the next week. (Half hour slot) Will be more or less a discussion but Allison will provide the initial guidance for that.
* Kumar will have abstracts ready before the next meeting.

Present:

Energy Cluster contribution to the ESIP 2010 Winter Meeting in Washington D.C

Speaker ideas

It’s important to get a big name. Admiral Titley from the naval task force would be a good speaker on task force energy and how they use energy and their needs. This also includes climate change, energy usage, understanding demand, etc.

It is also worth getting someone from utilities i.e. Duke Energy, Florida Power, etc. There are some good names from this area. Jim Rodgers for example would be a good speaker.

The Visioneers group is looking to solidify the theme based on Making Data Matter. While it would have a subtheme of evaluation, metrics, data measurement, etc., it would be important to get the needs of the cluster addressed.

QDR Project-Amanda Dory was unable to attend the last meeting and this meeting might be more amenable to her schedule. What needs to happen for military bases for the QDR to be implemented?

New York city is another possibility. The city did an intensive study of climate change on the city and they have agreed that the results of the study are that they need to step up and do something immediately. Columbia University was deeply involved in this study. The group will push for someone from the mayor’s office to come speak as part of a session.

William Goran, the director of sustainability at the Army Corps of Engineers. Their charge is energy supply and demand. His area is carbon footprint.
EERE-Energy Efficiency Renewable Energy, is a DOE organization that does a lot of things.

Two potential people at the organization are Kathy Zoie, Assistant Secretary for Energy and Kathleen Hogan .

Poster Session

Is it possible to have “categories”?

Action items
*Kumar will call into the next visioneers telecon on October 4th.
*Kumar will look into soliciting someone from EERE
*Kumar will work on soliciting possible submissions for posters that would reflect the energy theme.

Update on current cluster activities

It is important to define the objectives for the cluster. Tight succinct rules for the cluster; what do we want to achieve? The Air Quality Group is the model for what the Energy Cluster would like to achieve. They seem to capture the essence of what we are trying to do. The group should draft something along the same lines.

Collaborative project

There was a conversation in the last telecon with Melinda about a collaborative project. She can discuss this at the next meeting and talk about areas of action that the federation can be part of and look at funding opportunities.
There has been significant funding through NOAA but by bringing it to ESIP. It gives another way for NOAA to interface with End Users. It is a high visibility project.
It would be worth working on user requirements. That way there can be multiple users so that the information can be fed to NOAA.
Brian discussed the possibility of the cluster getting some funds. While Clusters are not budget eligible if a proposal is created ahead of time, it might be considered by the finance committee. However, it would need to be discussed with Carol.

Action Item
*Kumar will work with Carol to determine the ability of getting funding for the project.
Program Elements
The Summer Meeting Plan incorporates a wide range of member opportunities. On Tuesday, a full day of hands-on learning (Technical Workshops) about important technologies and products. On Wednesday, an opportunity to interact with leading experts in fields important to your work. On Thursday, you are the expert, and it is time to share your knowledge or ask your question in small-group sessions. On Friday, the Federation does its needed business (everyone is encouraged to join in on one or more committee, cluster, or working-group efforts). Then it is time for the entrepreneurial side of ESIP: Funding Friday shows how the Federation can point combined resources and a little extra funding to the solution of important problems.

Technical Workshops
This year's technical workshops provide your organization or project to share your experience and technical insights with other Federation members, both to facilitate technology transfer, but to also expose your team's capabilities with an eye towards developing new collaborations with other Federation members. Previous workshops have highlighted work with various standards and specifications (e.g. OGC, ISO, JSR), new products and platforms, and interoperability demonstrations.

Please consider developing and presenting a workshop for one of our 90-minute slots in the list below. If you have any questions about available facilities and resources, please contact [mailto:kbene@edac.unm.edu Karl Benedict]. Speaking of facilities, there are two computer labs that are available for workshops, so if you want to do a hands-on workshop in a lab environment, that can be arranged.

To submit a workshop, please add a link to a new Wiki page for your workshop in one of the available slots in the list, and provide on the linked page:

* The title of the workshop
* The name of the presenter
* A brief abstract of the presentation

Also, if you will be demonstrating an online technology, please let us know if you need access through any specific network ports, as we want to arrange ahead of time firewall rules for the network to allow for those connections. Ports that will be enabled by default are:

Intro and Demos (45 min)
For newbies and experts alike!
What is the ESIP Federated Search framework? (Lynnes - 10 min)
Client / Server Demos and Implementations
Mirador Client and Server (Lynnes - 5 min)
We'll show the Mirador client accessing ECHO, GHRC and WSNEWS (see below).

ECHO Server and Client (Newman - 10 min)
WSNEWS Reusable Solr-based Server + Python downloader client (Hua - 10 min)
We will show our Federated OpenSearch server which was designed from the ground up to be simple, fast, lightweight, and portable. The talk will walk through our server implementation which extended Apache Solr (with its fast full-text search) with added space+time constraints. We will also show a simple and lightweight client used to automatically download all granules from a search result.

OpenSearch Perl Client (Duggan - 10 min)
I'd like to talk about and demo our implementation; it is an
opensearch/federated search client written in Perl.
We've been using it in production for almost a year
where it's been mirroring data from our processing
system to a shared computing environment. It has had
to handle a lot of edge cases and has been heavily
optimized.

Work It Out (45 min)
where we work on unresolved issues in the ESIP Federated Search framework. (Newbies are welcome to watch us make sausage...yum!)

Actually, we will briefly discuss each item, then designate a book boss to lead a solution to the issue.
* Resolving duplicate entries from multiple servers
* Handling exceptions
* Versioning the ESIP Framework
* Granule heterogeneity within datasets
**Utopia uses semantic services to annotate PDFs, but is focused on biomed. Needs earth science add-ons. Check it out at http://www.utopiadocs.com/documents/ Looking to create a PDF-based poster archive for ESIP with Utopia-like interface. NEW: If this is of any interest to you, I'll spin up a Basecamp site. so email me [bruce at tnms.org] and I'll sign you up. In Australia, the model has recently been used in Launceston where strong temperature inversions trap particulate emissions from wood fires, burning-off, vehicles and industry.

The software package predicts local meteorology and assesses the likely pathway and concentration of pollutants as they disperse.

Some new research directions are also emerging, such as the use of TAPM coupled with CSIRO’s complex chemistry model by CSIRO scientists Drs Martin Cope and Sunhee Lee. Applications include urban planning under future climate scenarios.
157.55.18.24
