- Who requests the study? If agencies, then Congress might be suspicious as agencies are stakeholders; If foundations, which ones might be interested in funding?
- Need a high-impact panel to produce the report at the NRC for US to remain competitive
- Message - What is the fundamental need that needs to be fixed?
- First priority - focus on getting workshop report completed.
