Rich, This is very helpful. I believe the objectives need something that shows a two way data collaboration where NASA,and others will derive benefit from participation and accessing AQ data. It not just about what they can do for the AQ community.

One additional objective regarding the funding sources and amounts needed to address the sustainabilty component of the vision would be important to include.

I would suggest that "ecosystem" is a better metaphor than "network" up top... And one of the possible benefits of thinking about it as an ecosystem of systems is in thinking about the "redundancy" issue in ecosystemic terms. In ecosystems, multiple species may appear to be performing similar functions, but they tend to have their own specialized niches and the apparent redundancy contributes to the overall resiliency of the ecosystem.
