11. Public-private partnerships can bring private sector expertise and support to data collection efforts. How can these be managed to ensure that the public interests in the resulting data are maintained while the private need for returns on investment are also supported?

  • Partnerships need to be sustainable (i.e. private business going out of business)
  • Technology development leading to private data service/observations - NASA
    • Innovative partnership program is an example
    • Guarantees a public benefit
    • Quid-pro-quo established early on

  • Government builds infrastructure (not just plumbing); provides 'certified' data quality; then private side provides feedback on how data will be used
  • Government takes the biggest risks.
