- How are the tools going to get transferred to the end users ?
- Some projects don’t get to the end point. ESIP can take a community perspective and help identify these problems. What are the skills sets that the earth science community needs to develop so that we can share this knowledge with the community ?
Conduct workshops on performance measures Choose a cluster and work through the decision types.
IT problems: problems with implementations. The community was the correct one but the people within the community that were supposed to implement the tools were not the correct ones.
Quantifying improvements in decision support: Sometimes people (proposers) don’t seem to know how to do this. So how do we partner with people, help broker the relationships, etc. ? Need to foster the capacity to do this.
Need to get social scientists more involved. Need anecdotal stories of things that made a difference.
Organize NASA State based-needs workshops: NASA can invite local leaders to identify needs. We need to engage more the local leaders.
In future meetings need to involve MORE the end users.
Workshops about: 1) what benchmarking is and 2) why is it important . Solicitations to provide more explicit language on how proposers are going to benchmark. And say how the improvement is going to be quantified.
Building a community of trust from the success stories. EPA has regional offices that work with the states that can also be involved in building a community of trust. There is a timescale involved, it takes time to build the trust. Workshops may help to build trust. We need to develop the expertise of people that can understand both ends, the local end and the science end.
Need to develop a Charter for the Cluster Get community to understand decision types. Educate the community on how to decipher the types of decisions being made. Find some examples that we can take back to our own communities. (ESIP members comprise a lot of members from the community). Do some USE Case analysis and then the communities may be more encouraged to reach out to the end-users. Each person in cluster is representing their community and can bring to the cluster what the problems are.
- What kind of decisions do we want to support ?
- How do earth observations help decision making ?
- Involve the social scientists more to help develop best practices.
- Work with data center working groups.
- We also need a list of failures and what didn’t work.
GOALS & TARGETS FOR DECISIONS CLUSTER
- Define common elements of success.
- Develop best practices.
- Help demonstrate the value of the data, but also highlight the data information needs from the users perspective.
- The cluster, through use cases and examples can help the community understand the complexity involved in decision making.
