The following are general policies and procedures to guide the creation and operations of the Products & Services Testbed Configuration Board (TCB).

Creation

Participation in the TCB is on a volunteer basis. Currently, the board is composed of individuals who volunteered during the board’s initial creation and those who were approached to participate for community knowledge or other domain expertise. It consists of 5-8 members.

The membership of the TCB is not publicly distributed. It is known to the chair and elected co-chair and other TCB members.

Operations

The TCB uses a private Google Group for communication during proposal reviews. The group is managed by the P&S chair.

Twice a year, in April and in October, P&S opens a Request for Proposals call. The proposals are submitted to the P&S chair only and are not available to the committee at large. Privacy concerns for the submitted proposals are discussed in the [ExCom privacy standing rules document].

The TCB is convened, by the chair, the week after the call is closed through the Google Group. TCB members that serve as representatives of a group donating resources are requested to review a given proposal if that proposal includes requests for those resources.

At the end of the review period, if the TCB reviewers have outstanding questions for the submitters, these questions are provided to the chair and, from the chair, provided to the submitters. Responses are passed back to the TCB reviewers through the chair.

Proposals are evaluated on

  • Innovation
  • Novelty
  • Collaboration within cluster or across clusters
  • Value to the ESIP community

They are also considered in relation to the RFP topic, should the call include one.

TCB members are expected to raise any personal conflicts of interest related to a specific proposal and recuse themselves from that review.
