'''Modify I.4.2''': Each 'Category 3 ESIP '''that is a Full Member''' must designate one Representative to the Assembly by submitting the name to <s>the Chair of the Constitution and Bylaws Committee</s>'''a representative designated by the Executive Committee'''.

'''Comments''':  This change effectively sets up two membership tiers - Full (voting) members and Associate (non-voting members). Associate members can fully participate in all Federation activities, with the exception of voting. The criteria for achieving Full status is to pay for two Meeting attendances in the previous year (or write a check for the difference, as membership dues).

There are two further options to enable Individuals and/or Users to become members. Each option would involve creation of new ESIP Types, but defined in different ways.

1.Create two new ESIP Types - for Individuals and Organizational Users, respectively. These Types would have reduced representation in the Assembly with one rep for every X Individuals (e.g. X=10).

2. Create one new ESIP Type for Users, but do not explicitly distinguish Individuals from Organizations. Individuals join as Organizations do (as Type 1, 2, 3, or the new User Type). The new Data Users Type would be Associate members only, as they would not satisfy criteria ii). An Individual could be a Full Member if it comes in as a Type 1, 2, or 3, and satisfies i) and ii).

Proposed ESIP Membership Structure Changes

ESIP is considering establishing multiple membership tiers:

Full (voting) member
Associate (non-voting member).
Associate Individual (non-voting Individual member)
Associate User (non-voting Data User member)

Associate members can fully participate in all Federation activities, with the exception of voting. The criteria for achieving Full status is to pay for two Meeting attendances in the previous year (or pay the difference as membership dues).

The inclusion of Individuals and Data Users is new. A new ESIP Type would be established for Data Users.
