GEO Earth Observations in Decision Support RFP

GEO is seeking proposals that address promoting practical applications of Earth observations to improve decision making, and it seeks to highlight specific examples in which Earth observations provide societal benefit. There's a strong strong focus on helping developing countries to build capacity with Earth obs.
The CFP describes 3 types of projects:
- Type I projects are for organizations with limited or no experience in applying Earth observations to decision making.
- Type II projects are for organizations that have some experience applying Earth observations to decision making and need some assistance with new types of Earth observations, such as new data products or model predictions, to
incorporate in their applications.
- Type III projects are for organizations that have successfully applied Earth observations to their decision making and want to demonstrate and share their application with other organizations.
The CFP also encourages individuals and organizations to identify themselves as potential Advisors to project teams. These Advisors can share their knowledge and experience with Earth observations, data integration, project management, etc. to support the development and management of a project. GEO will play a brokering role to match projects with Advisors. The level of effort of an Advisor varies on the project need and the Advisor's commitment, and a project could have multiple Advisors.
On 21 May we discussed possible responses from ESIP-AQ and friends. On the phone were:

We are currently planning to submit three Concept Proposals, which are due on 4 June.
- Proposal A will be a Type III proposal describing AIRNow-International. It is essentially to be a concrete follow-up to the outreach EPA has done to let people know around the world know about AIRNow and the Shanghai Pilot. It will describe the benefits of AIRNow software, the infrastructure needed to make AIRNow useful, and perhaps estimate the costs of implementing AIRNow software (the IT costs, support costs) beyond the costs of keeping the monitors up and running in good condition.
- Proposal B will probably be a Type II proposal. The intent is to propose work that will help make Central America ready for AIRNow. This follows up on current efforts along those lines, funded by EPA with Battelle leading the work. We will want to describe a set of work that leads to decision support in itself, not just setting the table for AIRNow. This seems doable: there is a big gap between a AQ monitor which is essentially off the network and near-real-time public info from that monitor.
- Proposal C might be a hybrid of Types II and III. This proposal looks to build on the experience ESIP-AQ gained in building the AQ Community Infrastructure for GEOSS during AIP-2. Essentially, the idea is to build other instances of this community infrastructure. Two examples are for CATHALAC and IIT. While the infrastructure should be generically useful, it will be important to partner with organizations such as CATHALAC and IIT to connect the infrastructure directly to decision support in the proposal.

David will work with AIRNow personnel to prepare Proposal A. Glynis will take the lead on Proposal B. (Nadine,?) Erin, Stefan, and Ana will lead on Proposal C.
