[edit] Exchange Network Goals
Since 2002 EPA'S Office of Environmental Information (OEI) has supported the Exchange Network Grant Program that provides funding for states, territories, and tribes...."to share data efficiently and securely over the Internet. This new approach is providing real-time access to higher quality data while saving time, resources, and money for partner states, tribes, and territories". The 2010 grant program solicitation offers an opportunity to enhance the networking abilities of the States and EPA. EN Strategic Goals:
- Infrastructure completed, maintained and operated reliably
- Expanded use of EN to support environmental decision-making
- Making EN responsive to customer needs
[edit] Key Elements of the EN Program
- Funding 2010: $10M for 40 to 50 grants ranging $50K-$200K a few collaborative, multi-partner grant projects.up to $350K.
- Period: Two years.
- Dates: Prop submission Nov 20 09. Selection ~ March 2010, Award by July 2010.
- Eligibility: States ..

The information needs of EPA are supplied largely by the Agency itself. The regulatory AQ monitoring is performed by the States and supported by Grants from the EPA. The emission inventory work is also conducted by the Agency and States. Recently, even the scientific documents in support of NAAQS have been performed in house by EPA staff. Its extramural AQ research is conducted through competitive STAR grants. These are all relatively independent programs that have beeN performed by dedicated teams, using tools and methods at their disposal.

- Geospatial Strategy Report - 2 August 2009, by rhusar - EPA Geospatial Strategy Report - endorsed the exploration of Geospatial GeoRSS GML for the EN. Applicants can strengthen their proposal for Network grants funding by explaining how their proposed data exchange efforts are linked to national efforts to improve the transmission and sharing of geospatial data and/or geo-referenced environment program data currently underway in support of environmental program missions
- EN - Strategic Plan 2009-20012 - 2 August 2009, by rhusar - Strategic Plan...to “building a state-of-the-art Environmental Information Exchange Network which will become the preferred method for exchanging environmental data in support of better environmental decision-making.” The Plan’s objectives include completing infrastructure, expanding use of the Network to support environmental decision-making, and meeting customer needs.

- Exchange Network Grants - 2010 Soliciatation - 1 August 2009, by rhusar - U.S. EPA has released a draft version of the FY 2010 Exchange Network Grant Solicitation Notice and is inviting comments. EPA will hold two stakeholder conference calls to review the draft notice and answer questions from the Exchange Network community. One call will be held on July 1st at 2:00 PM EDT and a second call will be held on July 7th at 2:00 PM EDT.
- EN - Emission Inventory System Data Exchange - 27 July 2009, by rhusar - The Emissions Inventory System (EIS) is U.S. EPA's new information system for storing all current and historical emissions inventory data. It will be used to receive and store emissions data and generate emission inventories beginning with the 2008 National Emissions Inventory (NEI). Network partners submit emissions inventory data to the EIS using the EIS Data Exchange.
